Delegate & Voter Code of Conduct
Overview
While this document specifically refers to Delegates, given realistic majority of voting power that will sit with them, this Code of Conduct refers to any voting member in the community.
Good Faith, Best Interest, and Professional Knowledge
- Delegates should act at all times with honesty, integrity, and transparency.
- Delegates should operate and vote in what they believe is in the best interests of the Scroll Protocol.
- Delegates should maintain a working knowledge of developments within Scroll and the broader blockchain infrastructure and web3 sector.
Due Care, Attention, Communication, and Availability
- Delegates should conduct a professional and unbiased review of each proposal before casting their vote. Those who are unable to do so should abstain from voting.
- Delegates are encouraged to create proposals that they believe will benefit the Scroll Protocol.
- Delegates should ensure that the rationale behind each of their votes is communicated in a clear and accessible manner.
- Delegates should be accessible to the community, within reason, to answer questions, respond to comments, and engage in discussions.
Respect and Civility
- Delegates should be committed to fostering a safe, welcoming, and harassment-free environment for all.
- Delegates should be friendly, patient, and respectful of differing viewpoints and experiences.
- Delegates should provide constructive feedback supported by high quality and well researched arguments.
- Delegates must not attack the opinions or personal merits of proposal authors or any other party engaging in governance activity.
- Delegates must not make unsubstantiated claims to advocate for or against any proposal or proposal author.
Conflicts of Interest
- Delegates should avoid conflicts of interest and disclose potential or actual conflicts of interests that may relate to their activities as a delegate.
- It is better to over-communicate in this regard. If a delegate ever finds themself wondering if something is or isn’t a conflict, it is best to report that.
- Any offer of external compensation related to delegation or the Scroll Protocol should be made public.
- A conflict of interest may arise when a delegate derives personal benefit from their actions as a Delegate.
- Delegates are prohibited from voting on their own proposals and should abstain from voting on any proposals that involve a direct competitor.
End of Delegation
- Delegates should communicate to the community when they plan to stop being an active delegate in order to give delegators an opportunity to re-delegate and prevent idleness of votes.
- Delegates should announce their intention to resign at least one month in advance to provide stakeholders using Scroll sufficient time to reallocate their assets to another delegate.
Enforcement
Instances of abusive, harassing, or otherwise unacceptable behavior may be reported to the community leaders responsible for enforcement at [email protected]. This email can also be used by anyone who wishes to report a conflict of interest. All complaints will be reviewed and investigated promptly and fairly.
All community leaders are obligated to respect the privacy and security of the reporter of any incident.
