Scroll’s governance is grounded in the vision of creating egalitarian access to a secure, scalable, and decentralized global network that will lead to the Open Economy. Our approach is shaped by four core principles: Progressive Decentralization, Inclusive Participation, Accountability, and Staying Curious.


Progressive Decentralization

Decentralization at Scroll is a gradual, intentional journey — not a sudden switch. It’s about distributing responsibility, building resilience, and empowering the community to actively shape the protocol’s evolution. Through deliberation and co-design, we aim to establish clear roles, structures, and shared ownership as we transition towards a community-led DAO.


Inclusive Participation

We believe that meaningful governance starts with diverse voices. Scroll is committed to building a global, inclusive community by supporting contributors, both technical and non-technical, and empowering local communities with tools, resources, and opportunities to participate in shaping the future of the protocol.


Accountability

Transparent, context-rich decision-making is essential for trust and long-term success. We aim to create clear processes and feedback mechanisms that allow community members to hold each other, the DAO, and the Scroll Foundation accountable — even in areas where decision-making may still be transitioning.


Staying Curious

Innovation in governance requires both experimentation and reflection. Scroll embraces curiosity — encouraging bold ideas, iterative learning, and exploration of new models, while grounding decisions in shared values and community input.
